Who sets the rule
USC FCCCHR says cross-connection control programs can include authority, backflow preventers, tester and specialist credentials, detailed records, and education. The 2003 EPA manual also says local municipal, county, and state testing requirements may amend or replace its guideline procedure. Questions we will not fake
We will not guess the number of hours, the fee, or the timing for backflow tester certification because those details vary by place. USC FCCCHR notes that training tools are part of the program landscape, including the Manual of Cross-Connection Control, but Backflow Record does not issue a credential. Repair versus test
Testing an assembly and repairing it are not the same task. A tester may record results, while a repair task can call for separate steps, documentation, and local direction. Backflow Record is for storing a backflow test report as a record the user fills in, not for acting as a water supplier form or a test itself.
A report in Backflow Record is a record you fill in. It is not a substitute for a licensed tester or for the form your water supplier requires. It does not report an inspection result, and it does not mean a plumbing rule was met.
